Bug#693669: Lower wine dependency to a recommendation

Hi,

Thanks for the suggestion, I tried it with the new version of
PlayOnLinux I'm planning to upload to unstable. Unfortunately, POL gives
a warning at every start if wine is not installed in PATH.

So unless POL changes this, I'm tagging this as a wontfix.
