Bug#721528: freeorion: could provide planning bookkeping

Playing a large game typically requires to mentally keep track of
plans in several parts of the galaxy, and the larger the empire the
worse it becomes - especially when a long game is played across
several sessions.

What could be cool to help with this, is a place where one can keep
track of things such as "to colonize X, I must build/move battleships
there, then troops, I build a colony ship of species Y, and bring it
there".  Could be as simple as tagging a fleet, but then a way to list
such tagged fleets as a reminder would be great.

OTOH, a real link between tasks would also help in other places: techs
can be researched in batch by double-clicking, but once the
requirements are stacked in the list, and some costly techs get
removed from the list for one reason or another, we can loose track of
why we ever requested some dependant tech.

Well, just a thought, anyway, I'll try to keep my number of plans down :)
