thanks for your report. However the issue was already reported as

Actually this is a bug in the OIS library which is responsible for
keyboard and input events.

You can currently only mitigate this effect by editing

~/.freeorion/OISInput.cfg

and changing the value of x11_keyboard_grab to true.

x11_keyboard_grab=true

Apparently this issue only occurs with Xfce or specific window manager
setups. I can't reproduce it on GNOME 3 for example.
