The 10 bytes difference is due to use of "gzip -c9".

I guess these two lines in Makefile should go away:
> gzip -c9 debian/changelog > ./out/changelog.gz
> chmod 0644 ./out/changelog.gz

But I don't know what was their purpose;
so maybe this is wrong :-|
maybe a symlink would do.
