Bug#118128: Separate packages for each mod-pack

Control: reassign 118128 freeciv-client-extras

Nowadays freeciv-client-extras provides a simple tool for downloading
modpacks called "freeciv-modpacks". The fantasy modpack is currently not
available / up-to-date / maintained for version 2.4.1 but it is still
downloadable from here

I think the mod downloader is already a useful tool for users to
download and install modpacks. If there is an officially supported, high
quality mod, it might be worth considering to create a separate
modpackage for it. Until then "freeciv-modpack" is giving users all the
flexibility they need.
