Bug#742277: lower right area of the screen inaccessible when launched with smaller window sizes

when widelands in windowed mode is launched in a tiling window manager
that initially assigns a smaller window size than requested, the lower
right area of the screen can not be accessed with the mouse even if the
window is later given more space by fullscreening it using window
manager commands.

generally for windowed mode, i'd suggest not to explicitly enforce a
window size, but to accept whichever reasonable size is provided (ie
users can resize the window on the fly); implementing that might also
solve this problem.


(this bug report is almost identical to the one i reported against
warzone2100 in bug #706765. if you think this is a bug in sdl, please
merge with that and assign to sdl, but my impression is that it's
probably a common bug in the way sdl is used).
