Bug#748018: higan: missing .desktop launcher

Dear Maintainer,

Higan cannot be launched from the menus/application finders like gnome-shell,
synapse, xfce4-appfinder etc. as it misses a .desktop launcher. Maybe it could
be adapted from the .desktop file provided by the zsnes package.
