I'm not entirely sure which multiarch control fields/syntax allow for
an arch:all package to depend on a package from a specific arch, and
to be honest I don't really understand the difference between MA:
foreign and MA: allowed. Regardless, I would suggest that you ask this
question on debian-mentors instead, in order to reach a wider
audience.
