What benefit, if any, do users get from having ROTTCD.RTC and/or
ROTTSITE.RTC installed instead of DARKWAR.RTC? From Wikipedia it seems
the answer is "a few more multiplayer maps".

Conversely, is there any reason why someone who has access to a "better"
version would ever want to run a "worse" version?

If there are reasons to want more than one then, sure, single-file .deb
outputs from game-data-packager are no big deal now that we have code
that can install more than one .deb in a single dpkg run :-)
