We could either turn the install_contents_of back into install, or have
some sort of syntax for "install all contents except X, Y and Z", or
have some sort of syntax for "this provides these files but they are not
included when you install_contents_of", or have some sort of syntax for
named groups of files and list the group in both provides and install.

Then, we can make license.txt an alternatives group that is listed for
optional installation separately. (And make sure we don't download
downloadables just to get optional files.)
