I'd rather not go into full detail, because Quake II requires
one main datafile (pak0.pak) and 11 videos, plus the patch.
The latest version of game-data-packager (in experimental)
installs a YAML file containing more information than you can possibly
want about the required files :-)
I've changed the text in the git repository to mention that you need
baseq2/pak0.pak and baseq2/videos/, then point users towards
the g-d-p YAML file if full details are needed. Hopefully that's a
reasonable compromise? The idea is that g-d-p can identify what it
needs in an automated way, and build packages or give detailed errors.
I've been moving g-d-p towards a declarative model which should eventually
be able to support a GUI, which will hopefully help: the quake2 script
could pop up the g-d-p GUI instead of starting the game, if necessary.
