I think this rejection is incorrect.

debian/copyright contains a subset of doc/all-licenses.txt because the
package contains a subset of the content described in this file, and
the resulting debian/copyight file correctly matches the contents of
the Debian source package.

Did you find any specific omissions relating to the contents of the
source package?
