Yes. I suggest to clarify in the svg metadata that the file is in the
public domain because it is below the threshold of originality. Debian
considers all versions of CC-BY-SA before version 3 to be incompatible
with the DFSG but public domain is fine of course.

Ok. Here I would also suggest to clarify / change the metadata. I will
document in debian/copyright that both files were granted to the public
domain and close this bug report.

Is it necessary to file an extra upstream bug report for this issue? Do
you want me to file it or do you prefer to take care of this yourself?
