Policy says:

"""
They should not use virtual package names (except privately, amongst a
cooperating group of packages) unless they have been agreed upon and
appear in the list of virtual package names.
"""

game-data-packager and the Doom engines in Debian are a cooperating
group of packages, AIUI.

(Or if they don't count as a group of cooperating packages, then in
practice that rule is not followed - my guess would be that a majority
of virtual packages in Debian are not on that list.)
