Bug#776061: game-data-packager: please add a game-data-competn package containing the Compet-N set of PWADs

Ok, I've got it working & merged that with the hard-coded Strife support
& masterlevel-only "create_desktop_file: false".

This is just a draft, it's quite a big diff and need review.

I would rename the "desktop_files: {}" dict to "main_wads:", that can hold:
- 0 wads: masterlevels
- 1 wads: all other games
- # wads: compet-N
