Yes, obviously it would require the steam package to depend on the
packages providing the libraries contained in the Steam runtime.
Anyway, as I mentioned in my previous followup to this bug report,
avoiding the Steam runtime isn't a sufficient solution anyway, since
some games ship their own versions of libraries. But it would at least
improve the situation wrt (security and other) fixes in libraries used
by Steam games.
