Bug#837553: higan: new upstream release

Hi,

thanks for the bug report. My plan was to ship higan 098 in stretch,
because the performance and balanced profiles were removed in version
099. This means that new versions use the accuracy profile and hence
SNES emulation is slow on many computers.

The situation can be re-evaluated after stretch when 098 becomes more
outdated or the situation changes in other ways.
