Bug#837553: higan: new upstream release

Hi Ghislain,
the byuu.org message board is not publicly accessible at the moment, but
here's a comment from the higan developer byuu on reddit [1] and an
older arstechnica article [2]. Some games have coprocessors that need to
be emulated and run much slower than the average game.
Given the time span that a stable release is used, one year is not that
outdated. Also consider that most of the changes in the recent versions
are code cleanups that don't change anything for the end user.
I'm not planning to work on a package for experimental at the moment,
but I wouldn't mind if someone else wants to do that.
Best,
Tobias
