Bug#860427: nestopia; Add metadata for integration with gnome-games-app, gnome-software

Hi,

There should be a package with all these .libretro files instead, like 
what we did with .info files for retroarch (libretro-core-info package). 
This .libretro does not belong to the core package, since only gnome app 
will use it.
