I've marked them as activated_by both the PWAD and the downloadable
archive, so that supplying either one on the command-line, supplying a
directory containing either one, or having the PWAD installed will all
cause the package to be built.

Same here.

If you find more games in need of the same treatment, please edit
data/*.yaml or open a separate bug.

I'm deliberately not doing this for:

- Jedi Academy because the bonus maps are semi-official content from the
  original game's development team (this one is the most borderline,
  they could easily be activated_by the maps and their archives if
  people prefer)

- Quake II because the bonus maps are semi-official content from the
  original game's development team, they're only small, and they aren't
  currently packaged separately

- Unreal Tournament (1999) because the Bonus Packs are official content,
  Bonus Packs 1 to 3 (but not 4) are also part of the Game of the Year
  edition so they're basically early free DLC, and the community patch
  is unofficial but fixes security vulnerabilities

All of these have an in-game way to activate the addons (in Quake II
it might require console commands, I'm not sure) so having them is a lot
less intrusive than in Doom, where PWADs need some sort of separate
launcher.
