Bug#851140: Acknowledgement (FTBFS? clcean target fails with autoconfig foo)

It doesn't fix this for me, but with compat version 10, you can remove the
explicit --parallel and --with autoreconf, which are both on by default now.

(I tried rolling back to compat 9 to see if that helped, but it didn't.)
