Something like this should work (untested):

files:
  h3demo.exe:
    provides:
      - Disk1/data1.cab
      - Disk1/data1.hdr
    unpack:
      format: cabextract

  Disk1/data1.cab:
    provides:
      - whatever is inside the final archive
    unpack:
      format: unshield
      other_parts:
        - Disk1/data1.hdr
