Bug#865773: hitori: Improve build-depends

Ubuntu's hitori package has two changes from Debian's. The package no
longer Build-Depends on intltool but adds a Build-Depends on
desktop-file-utils.

The desktop-file-utils build-dependency is optional but it if's
present, the .desktop will be checked for standards compliance during
the build.
