This is intentional because games-minesweeper is a metapackage. If it
depended on those games you would not be able to remove single games
from your system anymore, all games of a certain metapackage would be
removed. In addition some metapackages would become uninstallable on
some architectures if the dependencies could not be satisfied.
The current Recommends mechanism avoids all that. I don't consider this
to be a bug.
