Ok, but I was doing "dpkg-buildpackage -A", not plain "dpkg-buildpackage".

The arch:all packages must still be buildable on amd64 because our
arch:all official autobuilder is amd64.

If not even this is possible, then maybe the current fenix-dev package
should be arch:any as well.
