The problem was the debconf system that I inherited with this package.
That's what was illegally modifying that conf file. I tried fixing it a
couple times but eventually decided that it wasn't worth the trouble. Most
packages in Debian have common-sense default settings and they assume some
level of computer proficiency on the part of the user (especially for a
server package like this one) to manually edit configuration files. I'm
also updating documentation[1] with this newest upload to make that manual
configuration easier. With debconf removed since the 0.6.0 series, there's
nothing else that can be fixed in the current package.

I agree that an issue with old-old-stable is not likely to have any
real-world impact at this point. However, if Andreas or anyone else
believes that it *is* a real problem, I have no objection to removing this
package from old-old. If I don't hear an objection in the next week or two
I'll re-close this bug because the newest version already fixes the
conffile modification issue.
