Bug#911330: add .libretro metadata for better integration with gnome-games

Please consider adding .libretro metadata for better integration with 
gnome-games. This file has already been added to the source code repo of 
this package. See 
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=882666#15. Thus an 
upload of the latest fix would be nice.
