Bug#907813: steam: Missing dependency on fontconfig, ca-certificates

Dear Maintainer,

When installing steam in a chroot, it's possible that fontconfig and
ca-certificates are not already installed. Without these, steam behaves
poorly; without fontconfig it displays only missing glyph boxes in all
login dialog text and labels; without ca-certificates, there are many
unloadable pages eg. the store tab displays an error.
