Bug#946613: Consider making gtk3.22-client the one installed by 'freeciv' package

aren't you one of the upstream developers of Freeciv? If you change the
text upstream, Debian will automatically import the new
README.packaging. No need to file a bug report in this case. However I'm
always happy if you guys comment on the existing Debian bugs, especially
the ones related to game play or GUI design.
