Bug#946613: Consider making gtk3.22-client the one installed by 'freeciv' package

Marko’s point is that freeciv now has a Gtk 3.22+ specific client, in
addition to the existing Gtk 3 client (and all the other clients). I’ve
opened https://salsa.debian.org/games-team/freeciv/merge_requests/2 with one
possible approach, switching the Gtk 3 client over to the 3.22+ client
entirely (since we know we have 3.22 or greater).
