mednafen migration stalled

Hi Scott et al.,

The recent fixes for mednafen in unstable can't migrate to buster
because they are blocked by gcc-8 (which won't migrate).

I propose you upload the exact same version you have in unstable to
testing-proposed-uploads (version 1.22.1+dfsg-2~deb10u1, targeting buster).

@Jonathan, can you remove your existing hint as due to the higher
version in unstable it has precedence over an unblock hint for the tpu
version.
