Bug#949282: retroarch: FTBFS: cannot find -lX11-xcb

Control: tag -1 patch

Dear maintainer,

It looks trivial to fix this by adding Build-Depends: libx11-xcb-dev.

That package used to be transitive Depends of libgl1-mesa-dev, but no 
longer since libgl-dev was moved to libglvnd.
