Bug#938509: Snowballz vanished upstream - do we have the power to port it to Python3?

Hi,

when doing some bug hunting for python-numpy (Python2) rdepends I
stumbled upon snowballz.  It seems upstream is dead and the package is
basically unmaintained in Debian (guessing from the fact that it was
not even commited to salsa).  I took the freedom to create

   https://salsa.debian.org/games-team/snowballz

in case someone might like to have a look but I will not continue
to contribute more.  If you think we can not manage it would be fair
to issue a ROM request to help the Python2 migration.
