Uploading godot3 with NEW package

Hi,

I would like to upload godot, building a new binary package
godot3-dev.

This new binary contains the GDnative and NativeScript development
headers, which are needed to build Godot extensions. I am ultimately
intending to package godot-python, which depends on it.

If you do not object, I will upload within two days and godot will
enter the NEW queue again.
