Reopening this bug. The .libretro file and the AppStream metadata were
included in the source package, but not in the binary package.

Also raising the severity, because it makes the package unusable with
gnome-games-app.

Jeremy: I think this should be fixed for bullseye. Are you going to
take care of it, or do you want me to NMU?
