I opened a github issue asking for an official stance.
https://github.com/mgba-emu/mgba/issues/2042

In the mean time, I found out how was the SONAME generated. It looks
like the ABI version is managed explicitely and used to produce a SONAME.
https://github.com/mgba-emu/mgba/blob/32a8a47d/CMakeLists.txt#L880
https://github.com/mgba-emu/mgba/blob/32a8a47d/version.cmake#L7

So I would expect a positive outcome soon.
