Bug#894312: rrootage: New upstream version 0.24

I have pushed my preliminary work for 0.24 to the experimental branch of

https://salsa.debian.org/games-team/rrootage


The sources are targeted for the Windows platform and I had to rebase the
patches. There are still some issues with the path to /usr/share/games/rrootage
because upstream assumes all data files must be in the current working
directory when rrootage is executed. I suppose we could also try to use awrapper script to avoid patching the game.
