When will libglfw-dev3.3 arrive on Buster 10 stable?

Debian 10 has libglfw3-dev version 3.2.1, and that’s all it will ever have;
newer versions of packages aren’t added once a release of Debian is made,
unless absolutely necessary to fix serious bugs. Debian 11 will have version
3.3.2 or later.

You could ask for a backport of version 3.3.2, if it’s really useful, but in
any case re3 itself wouldn’t ever be part of Debian 10 anyway (and not even
Debian 11 at this point).
