Update Dolphin Emulator?

Long story short, the version of Dolphin available in Debian (and Ubuntu)
repositories marked as "stable" is 4 years old, missing over 16,000
patches, a number of notable feature improvements detailed in the dev
team's Progress Reports (https://dolphin-emu.org/blog/), and is arguably
less stable than the beta or even development versions. Differences in
release categories can be found here: https://dolphin-emu.org/download/
What I'd like to see, if possible, is a release of Dolphin in the
Debian repositories
that follows the latest beta release, since those go live every 1-3 months
on average instead of having the same outdated version that's been sitting
there for 4 whole years. Can this happen?
