Bug#1018764: src:freeciv: Links /usr/share/doc/<package> arch:all and arch:all

Currently we ship symlinks from usr/share/doc/<package> -> usr/share/doc/freeciv-data

<package> are our binary packages. all of them except freeciv are arch:any.
freeciv-data is arch:all.

If I'm reading that correctly this is a policy violation of §12.3 (+ footnote 7).

Also dh_installdocs say for --link-doc:

CAVEAT 2: The use of --link-doc should only be done when the packages
have same "architecture" type.  A link from an architecture independent package
to an architecture dependent package (or vice versa) will not work.  Since
compat 10, debhelper will actively reject unsupported combinations.


Changing that is a bit of effort, so I'm just reporting that and will defer
that to an later upload.
