Yes ish, but if the package has *become* unbuildable, but was previously
buildable (in older versions or with older versions of dependencies)
and was already successfully built, then the old ppc64el binaries will
need removing in order to have the package able to migrate to testing
(with a consistent version across all architectures where it exists).
