Bug#1042506: ares: the Linking phase is run twice

Hi,

The linking phase will be run twice.

One can search for the line "Linking out/ares ..." in the build logs of v132.

If Clang is installed in the build environment,
the second - unexpected - linking ran during the "install" phase
will fail and the package will FTBFS.
