Bug#1019931: godot: New version of Godot has been released

The latest 3.x version is in unstable now, and 4.x have been available
for a while.  As the binary packages are called godot3*, I suspect a
package rename and a detour through NEW might be needed before 4.* can
be made available, but hope the listed uploaders got a plan for this
one.

I uploaded the latest 3.x version and made it build on all listed
architectures, to make it propagate to testing, but am just a fairly
inactive team member and do not know about the long term plans for the
package.  Perhaps the idea is to upload a godot4 source package to allow
version 3 and 4 to be installed together?
