Please unblock package steam-installer

[ Reason ]
debconf translation updates which, if I understand the timeline correctly,
would have narrowly missed the hard freeze deadline for migrating without
an unblock.

[ Impact ]
If not accepted, fewer users get translated debconf notes.

[ Tests ]
Steam still runs. I haven't tested the translated debconf notes (I don't
speak the relevant languages).

[ Risks ]
Low-risk changes to a leaf package. The non-translation changes
(preparation for packaging beta 1.0.0.76) are trivial and have no
functional effect.
