Bug#1066100: upstream 3.1.1 released, fixing this bug

Hi.

Just a "heads up" email to draw the attention of the maintainer(s) of the
debian freeciv packages to the release of the new 3.1.1 version of freeciv,
a bugfix release fixing, among others, the one reported here.

Any idea on if/when this new release will be packaged for debian, hence
possibly closing this bug?
