Bug#1098466: CCLP level packs are nonfree

Hi,
The original Tile World that was packaged only came with intro.dat, a
small level set designed to introduce the game mechanics. Getting
additional level sets was up to the user.
Now that the Debian package has switched to Tile World 2 (a fork of
Tile World), it comes with the CCLP level packs - these are created by
many different level designers from the Chip's Challenge community, and
are freely distributable but not DFSG-free. I have played these level
packs myself for years, but they never came with the Debian package
until now - I had to download and place them in /usr/share/games/tworld
myself.
The authors of Tile World/Tile World 2 will be of no help here, since
they are not the creators of the CCLP level packs.
As for CHIPS.dat, that is the original level set from Chip's Challenge.
It is not freely distributable and thus has never come with any version
of Tile World or Tile World 2.
