I have also seen this when preparing the packages for dsda-doom and
woof-doom. The CMake rule for libfluidsynth somehow considers the
library installation incomplete if it cannot find the corresponding
frontend.

I was tempted to let libfluidsynth-dev depend on the fluidsynth
package, but (1) this issue only affects other packages using CMake
rules to find the library and (2) I am unsure how this dependency is
supposed to look like from a cross-build/multi-arch perspective.

Another package with a similar issue is/was libzip-dev, which needs all
of the zipcmp, zipmerge and ziptool packages installed for its CMake
rule to work: #1094641.
