Debian does not have control over the proprietary Steam client, the 
Proton compatibility layer that is used to run Windows games like 
Cyberpunk 2077, or Cyberpunk 2077 itself.

If this was triggered by an apt upgrade, please check 
/var/log/apt/history.log to find out which packages were upgraded 
between the last time it worked and now: for example this might be a 
regression with some newer package from the graphics stack (kernel, GPU 
firmware or Mesa).

You might be able to find relevant information in the systemd Journal, 
or in ~/.steam/steam/logs/, or by configuring Proton to record more 
debug logs: https://github.com/ValveSoftware/Proton

It is very unlikely that any change in steam-libs would trigger or 
resolve this. steam-libs only exists to ensure that some necessary 
packages are installed, and does not contain drivers or significant 
code.
