Bug#1101098: freeorion: Optional dependency to cppcheck affects freeorion package

Dear Maintainer,

According to the notification about issues with cppcheck it seemed that 
the package
freeorion could be removed from the repository by the transitive dependency.
cppcheck package isn't required to build freeorion, and as an optional
dependency it only provides the additional target to check sources. Moreover
there is the patch to disable cppcheck query:
