Hi,

These tools are most of the time considered legacy and pkg-config is
considered the one true solution.

So it feels weird to add such ad-hoc tool.

pkg-config (and it's integration with debhelper) also handles the cross
build much better.

That said, I do not know why OpenAL added this script only now.
